Recommendation to the Council on EU priorities for the 70th session of the UN Commission on the Status of Women

Meine Motivation war, ein Zeichen für den Schutz von Frauen zu setzen - auch im weltweiten Kontext der UN-CSW, mit Schwerpunkt auf Zugang zur Justiz, Schutz vor Gewalt und wirksamen Unterstützungsstrukturen. Dies ist meines Erachtens Kern dieser Resolution: Gewaltprävention, Opferschutz, Rechtsdurchsetzung und die Stärkung entsprechender Unterstützungssysteme. Der Satz in Unterabsatz (y) („full recognition of trans women as women …“) war der Einzige, der sich auf Transfrauen bezog. Dieser Unterparagraf wurde nicht separat abgestimmt. Bei der Abstimmung habe ich die Aussagen der Gesamtresolution höher gewichtet als diesen Unterpunkt. In Anerkennung der Tatsache, dass es Menschen gibt, die sich nicht mit dem ihm angeborenen Geschlecht identifizieren und diese Menschen Diskriminierungen und Gewalt ausgesetzt sind, teile ich jedoch nicht die Auffassung, dass geschlechtsumgewandelte Männer bspw. bei Sportwettbewerben mit biologischen Frauen gleichgestellt sein sollen. Ebenso nicht, dass Männer, die sich lediglich als Frauen identifizieren, aber biologisch weiterhin männlich sind, Zugang zu Frauenschutzeinrichtungen haben dürfen. Daher nehme ich die an mich herangetragenen Sorgen ernst und teile, dass von Unterabsatz y ein falsches Signal ausgehen kann. Deshalb habe ich mein Votum auf Enthaltung geändert. Ich weise darauf hin, dass die Resolution rechtlich nicht bindend ist und die EU nicht Mitglied der UN-CWS ist, lediglich 8 EU-Mitgliedstaaten.

Resolution on Gaza at breaking point: EU action to combat famine, the urgent need to release hostages and move towards a two-state solution

Ich habe aus verschiedenen, aber vor allem folgenden Gründen in der Schlussabstimmung mit „nein“ gestimmt: Die Resolution ist in Artikel 24 faktisch falsch. Die Schlussfolgerung des genannten EAS-Berichts, der mir nie offiziell zuging, lautet „On the basis of the assessment of the independent international institutions cited above, there are indications that Israel would be in breach of its human rights obligations under Article 2 of the EU-Israel Association Agreement.“ Also nicht „is in clear breach“ wie im Resolutionstext. Eine teilweise Aussetzung des Handelsabkommens mit Israel sollte über die Vereinbarung gemeinsamer Ziele als Instrument genutzt werden um weitere konkrete Verbesserungen (siehe G) der humanitären Lage seitens Israels, der VN und privater Hilfsorganisationen zu erreichen. Der Aufruf zu einem sofortigen, dauerhaften Waffenstillstand widerspricht dem Aufruf der vollständigen Entmachtung der Hamas und der Freilassung der Geiseln. Ich befürworte hingegen eine humanitäre Waffenpause. Der Aufruf zur Anerkennung eines palästinensischen Staats darf nicht bedingungslos sein: ein solcher muss das Existenzrecht Israels anerkennen, in einem solchen dürfen Terrororganisationen nicht beherbergt und terroristische Praktiken nicht gefördert werden.
